A public-facing overview of Village Panchayat responsibilities.
Village Panchayat Siridao-Palem is a local self-governing body consisting of 7 elected members. Subject to conditions specified by the Government from time to time, the Panchayat performs the functions listed in Schedule I of the Goa Panchayat Raj Act, and may make provision for any work likely to promote the health, safety, education, comfort, convenience or economic well-being of residents. With a resolution supported by two-thirds of its total membership and prior approval of the Director of Panchayats, the Panchayat may also contribute towards exhibitions, conferences or seminars held within or outside the Panchayat area but within the district.

Functions and Duties
2. The Panchayat may also make provision for any other work within the Panchayat area likely to promote the health, safety, education, comfort, convenience or economic well-being of its inhabitants.
3. With a resolution passed at a meeting and supported by two-thirds of its total membership, and with the prior approval of the Director, the Panchayat may:
(a) provide for or contribute towards any exhibition, conference or seminar within or outside the Panchayat area but within the district; or
(b) contribute to any medical, educational or charitable institution, or any other institution of public utility within the Panchayat area, registered under the Societies Registration Act, 1860, or any other law in force.
4. Assignment of Functions: the Government may, by notification and subject to specified conditions, transfer to the Panchayat the management of a forest, waste/pasture/vacant lands, or the collection of land revenue within the Panchayat area, or entrust other prescribed functions. Such entrustments may later be withdrawn or modified by notification.
Sarpanch — General Powers
Have access to the records of the Panchayat.
Exercise supervision and control over the acts of officers and employees of the Panchayat.
Incur expenditure not exceeding Rs. 1,000 per month on any matter in an emergency and in public interest.
Recommend sanction of leave to all officers and employees of the Panchayat, including the Gram Sevak.
Place all correspondence received from Government, the Director, Chief Executive Officer, etc. before the meeting of the Panchayat.
Hold regular Gram Sabha and other meetings of the Panchayat.
Recover taxes, fees and other dues from defaulters.
Place the Audit Report before the meeting of the Panchayat and ensure due compliance.
Stop any unauthorised construction and place the matter before the ensuing meeting for a decision.
Remove encroachment and obstruction upon public property, streets, drains and open sites that are not private property.
Ensure due compliance with the provisions of the Act.
Comply with directions and instructions issued by the Director, Chief Executive Officer, Deputy Director or Block Development Officer.
The Sarpanch may convene a meeting with 24 hours' notice where immediate execution of a work or act is necessary in the public interest.

Execute and implement resolutions passed by the Panchayat on matters not otherwise specified.

Secretary — General Powers
Record the proceedings of every meeting in the Minutes Book.
Place all correspondence — especially Government schemes and instructions — before the Sarpanch and the members at the meeting.
Receive, scrutinise and process all correspondence once complete in all respects.
Finalise the agenda of every meeting in consultation with the Sarpanch.
Report any vacancy in the office of Sarpanch, Deputy Sarpanch or a member to the Block Development Officer within 7 days.
Report any illegal act, misconduct or infringement of the Act by the Sarpanch, Deputy Sarpanch or members as soon as it comes to notice.
Report to the Block Development Officer if any member attracts disqualification under Section 10 of the Act.
Maintain all registers prescribed under the Rules and any others directed by the Block Development Officer.
Take responsibility for the safe custody of Panchayat funds, assets and registers.
Comply with instructions issued by the Block Development Officer and superior authorities.
Maintain cordial relations with elected representatives.
Ensure grants released under Grant-in-Aid for a specific purpose are used only for that purpose.
Secretary — Executive Powers
Initiate action to stop or demolish unauthorised structures built without Panchayat permission, once a resolution is passed.
Execute resolutions passed by the Panchayat body.
Employees & Meeting Cycle
The Panchayat holds fortnightly meetings, where decisions on proposals received from the public are made and conveyed to applicants within 10 days.
