The Goa Panchayat Raj Ordinance, 1994
In terms of Article 243-N of the Constitution of India, every State was required to amend the laws relating to Panchayati Raj Institutions within one year of the 73rd Constitutional Amendment. As the Assembly was not in session, the State of Goa promulgated the Goa Panchayat Raj Ordinance, 1994 on 20 April 1994, to comply with this mandatory constitutional provision. The Ordinance was subsequently converted into the Goa Panchayat Raj Bill, 1994, which was introduced in the Goa Legislative Assembly on 25 May 1994.
Goa Panchayat Raj Act, 1994
In line with Article 243-N of the Constitution, Goa promulgated the Goa Panchayat Raj Ordinance, 1994 on 20 April 1994, converted into a Bill introduced in the Goa Legislative Assembly on 25 May 1994. The Goa Panchayat Raj Act, 1994 received the Governor's assent on 9 July 1994, repealing the 1994 Ordinance and the 1962 Regulation. Most provisions took effect from 20 August 1994 (Section 245 retrospectively from 20 April 1994), with the remainder in force from 26 October 1995 — establishing a two-tier Panchayati Raj system with elected bodies at the village and district levels.
